By Burçe Dündar Öztürk, Co-founder & Executive Director, Bold Future Global

EXECUTIVE SUMMARY

Since its establishment, Bold Future Global has embraced a fundamental belief: brain drain is not a loss, but an opportunity. Every doctor, engineer, or researcher who leaves the country represents a potential bridge for knowledge, innovation, and experience to flow back into Türkiye

This report examines the dynamics of talent migration in Türkiye's health and energy sectors, analyzing not only statistical trends but also the social and economic implications. It proposes data-driven and forward-looking policy solutions.

1. INTRODUCTION: TÜRKIYE'S TALENT PARADOX

Türkiye possesses a young and dynamic population and a strategically significant economy. However, the country faces structural challenges in retaining high-skilled professionals. Despite high public investment in higher education, scientific productivity remains below OECD averages. Türkiye possesses a young and dynamic population and a strategically significant economy. 2. BRAIN DRAIN IN THE HEALTH SECTOR

Between 2020 and 2025, academic research demonstrates a growing migration trend among doctors, nurses, and medical students. Primary drivers include:

• Economic constraints

• Challenging working conditions

• Limited career development

• Institutional and social pressures

The global energy transition has intensified demand for skilled professionals. Türkiye's dependence on imported energy increases the importance of domestic expertise.

Challenges include:

• International recruitment competition

• Aging workforce in strategic fields

• Insufficient reskilling mechanisms

Without adequate workforce development, infrastructure investment and energy security are at risk.

4. BFG STRATEGIC RESPONSE: BRAIN POWER TRANSFORMATION

Bold Future Global proposes a three-pillar approach:

1. Strengthening diaspora networks

2. Building talent bridges between Türkiye and global innovation ecosystems

3. Reinvesting profits into impact-driven startups

Sector-specific actions:

Health:

• Diaspora mentorship programs

• International research collaboration

Energy:

• Green technology entrepreneurship programs

• Technical workforce training initiatives

• Inclusion of women in energy leadership

5. POLICY RECOMMENDATIONS
